Living Governance Resolutions

The Association’s parameter register. The agreements and General Terms fix the shape of the constellation; the figures that tune that shape are held here as Living Governance Resolutions (LGRs), so they can be revised by Board resolution (or, where stated, by the Assembly or the Elder Council) without re-executing any signed agreement. Where an agreement says “held as a Living Governance Resolution” or cites an LGR number, it points here.

Every figure below carries a status. Ratified figures bind as published. Provisional figures are the working values the agreements state as defaults or that the companion documents cite; they apply until the Board ratifies a figure, and are subject to the legal and fiscal review the FAQ warns of. Changes are recorded in the Decision Log, communicated to active participants, and applied prospectively only - no revision re-floats a commitment already made within a settlement cycle (GT-4.3A).

LGR-1 - Eldership eligibility period

Agreement 8 §2.2; Agreement 8 Annex 2.

  • Minimum period holding, or having held, at least one other constellation agreement: five (5) years.
  • Founding cohort: three (3) years for participants who held a constellation agreement, or were recorded as contributing in the Ledger, on or before 31 December 2026 (cohort boundary provisional - to be ratified by the Board).
  • The period is necessary, not sufficient: nomination still articulates stewardship-of-the-whole (A8 §2.3).

LGR-5 - Allocation Model

A. Settlement

  • Settlement cycle of the living balance: one lunation (~29.53 days). Provisional.

B. Band of tolerance and backstop

  • Sovereign zone: a holon governs its own settings while its carried balance stays within ±n · C, n = 3 lunations-of-cost, earned wider on the asymmetry of GT-4.8(c). Provisional.
  • Downward backstop: a shortfall persisting beyond k = 6 lunations beyond the band is absorbed from the common reservoir under GT-4.8(a). Provisional.

C. Upward-return terms (GT-4.8(d))

  • A holon’s voluntary upward contribution earns: first call on reservoir support; a wider band (+1 lunation-of-cost per full year in lasting surplus, reviewed at settlement); and Passport recognition for its contributing Stewards. No vote, no allocation voice, no personal income. Provisional.

D. Contribution value systems (GT-4.3A)

Each holon declares, in its Ledger partition, a weighted combination of indicators from this menu by which its co-Stewards’ active contribution is converted into shares of the discretionary envelope. Absent a declaration: egalitarian (equal shares among active co-Stewards).

Weights are >0, public, applied in good faith, confirmed per GT-1.8, revisable prospectively only. Hub-level access weighting (“The Reckoning”, A1-5) is a separate reading and is not set here.

LGR-7 - Elder hospitality cost-sharing

Agreement 8 §4.1; FAQ.

  • Hubs absorb Elder hospitality within genuine capacity. Above ten (10) elder-nights per lunation at one hub, the direct cost of further nights is reimbursed to the hub’s cost-coverage bucket from the Elder Council holon’s allocation (Board under GT-4.4D until the Council is constituted). Provisional.

LGR-8 - Contribution Ledger visibility

  • Current setting: every partition visible to all network participants. Ratified.
  • Floor that no setting may narrow: every participant sees their own entries; every member of a holon sees that holon’s partition in full; the Association, as fiscal host, sees all. Off-ledger at every setting: personal-identity mappings and external client identities (project codes unless consented).

LGR-9 - Asset Regeneration Contribution

  • r_ARC (default rate on Net Revenue after the NRC, routed to the host Asset holon): 25%. Provisional.
  • r_ARC_min (floor below which no economic annex may set the rate): 10%. Provisional.
  • Activity priced at cost (including the Resource-cost band of Agreement 4) yields no Net Revenue and no ARC.

LGR-10 - Support Arrangement instrument

GT-1.15; GT-2.10; Mutual Prosperity Covenant §6, §13.

  • The template Support Arrangement, and the legal form and fiscal characterisation under Italian law and the Third Sector Code of any return of value under GT-2.10(d), are to be settled with the Association’s legal and fiscal advisors. No Support Arrangement providing for a return is signed until this resolution is ratified. The reference rhythm the network has worked from (around four focused hours of a working day) is a reference only; the figure that binds is the one agreed in each arrangement.

LGR-11 - Elder Council allocation query quorum

Agreement 8 Annex 1 §5.5.7.

  • A written query on a posted Allocation-bucket decision may be lodged by three (3) Stewards or ten (10) Members within 30 days of posting. Provisional (the charter’s in-clause default).

Operational settings held elsewhere

Timeframes and procedural settings that are Board-tunable but not fund parameters live in the Operational Procedures (grace periods, rotation window for Resource-cost claims, refund schedule, safeguarding cadences, complaint acknowledgement). Substantive timeframes - notice periods, payment deadlines, housing windows - stay in the agreements and are not candidates for this register.
