Prerequisite chain: Membership (A2) must be active before any other agreement can be held by a natural person. Stacking: Any combination of agreements may be held simultaneously. New role = sign the relevant agreement only. No transition process required (GT-11.4). Membership = stewardship (gradient): every Member carries a standing mandate to tend (A2 §2.7); Stewardship (A3) formalises it for a particular hub. Allocation say over a holon’s discretionary spend scales with active contribution — administration, never a governance vote (one member, one vote stands). Each holon declares its own value system for that division — a weighted combination of indicators it chooses (menu in LGR-5 §D), egalitarian by default (GT-4.3A).

Hierarchy (GT-11.2): Statute > upstream agreement (as between the Association and the upstream counterparty) > individual agreement > General Terms. English text governs; an Italian certified translation prevails in court only where agreed and signed by both Parties (GT-8.3).

The Mutual Prosperity Covenant
The people-facing twin of the Regenerative Covenant: that promise leaves every place more alive; this one leaves every person more free. Stated in the Mutual Prosperity Covenant; reasoned in the Introduction (“Mutual Prosperity”).

Network Passport — The Access Rule
There are no tiers and no perk table, and no record buys a vote. One rule governs access to all network resources:
The more you have contributed, the higher your priority and the lower your price — up to and including free.
Each steward, mentor, or hub sets, in good faith, how many places are free and how price slides with contribution for the resource they hold. The purpose is abundance and circulation, not gatekeeping. The Passport is simply the portable, cumulative record of contribution the rule reads from. Full detail: Network Passport.
Asset-level access controls — the Owner’s reasoned exclusion or required access for a named person (A1 §2.7–2.8) and the Steward’s veto (A3 §4.4) — are asset-scoped and reviewable under GT-7; membership and Passport record are untouched.
Three readings, one record: lifetime contribution governs access (the rule above); active/recent contribution to a holon governs allocation say there (GT-4.3; A2 §2.7 — administration, never a governance vote); €-valued Project/Venture entries compute distribution shares only — euro never feeds access (GT-3A.4). Capacity = working capacity, not revenue. Phase transitions require Phase Transition Review (Agreement 7 Annex 2 — Phase Review) + two-thirds majority of Venture Members.
Eldership and the Elder Council
The Elder Council is the standing governance body of all participants who hold Agreement 8. Quorum and voting run on active Elders — standing affirmed annually at the gathering; a non-affirming Elder is Emeritus (full honour, hospitality, and voice, no vote) until they next affirm, and a new Elder is deemed active from their Transition Rite (A8 §8.5; A8-1 §1.5, §6.6). A rotating Voice for the Land and the Unborn speaks the interest of living systems and future generations into the record before Covenant and allocation decisions (A8-1 §1.6). The Council is not advisory — it holds the following authorities by right:
- Covenant Custody — may issue a Covenant Signal: not a veto, but the Association must respond formally and publicly within 30 days; during amendment review, a Signal suspends ratification pending that response (A8 §5.4a–b)
- Constellation Integrity Review — 30-day consultation window before any GT or agreement amendment (A8 §5.4b)
- Living Probiviri — primary internal mediation body (GT-7.2; absorbs the traditional Probiviri role); active and Emeritus Elders may serve on panels (A8-1 §5.3.2)
- Custodial Council Activation — core of the Custodial Council in dissolution scenarios, open to all Elders, active or Emeritus (GT-13.5; A8-1 §5.4.2)
- Allocation transparency — every Allocation-bucket decision requires a two-thirds-of-active-Elders quorum, is posted within 14 days, and is open to member/steward challenge with a mandatory 30-day public answer (A8-1 §5.5.4, §5.5.7)
The Council convenes annually at a designated Council Seat (a hub formally recognised as the network’s seat of elder governance, rotating per Council determination).
The Council is the terminal holon and the network’s common reservoir: it runs the same GT-4.4 shape (Operating cost-coverage + uncapped Mission Allocation, never personal income), receives every holon’s upward overflow, and catches holons in genuine shortfall (GT-4.4A, GT-4.8). Feeding the reservoir earns mutual insurance, earned autonomy, and Passport recognition — never a Council seat or allocation voice (A8 §4.2A).
Continuity Beyond the Association — GT-13
The constellation survives the legal entity. Four independent layers carry the covenant:
- Legal succession — liquidators must seek a successor Third Sector entity (GT-13.2)
- Distributed obligation — hub owners (Agreement 1) acknowledge the relational fabric of their hub as a witness, not a service obligation (GT-13.3)
- Ledger as public good — Contribution Ledger and Passport data are network commons, with public archive fallback at 180 days (GT-13.4)
- The human estate — people are protected, not only records and property: resident Stewards keep their A3 §16.3 housing window, in-flight programmes and ventures are finished or transferred, and the common reservoir stays mutual insurance to the end; people come first within whatever the law leaves after creditors and devoluzione (GT-13.7)
If no successor is identified in 90 days, the Custodial Council self-constitutes from hub owners and the Elder Council to administer remaining obligations and the human estate (GT-13.5, GT-13.7); a successor entity then carries the same continuity at network scale that GT-11.8 owes a single departing hub (GT-13.7).
